			<content:encoded><![CDATA[<p>Japan has been trying to seize control of the International Whaling Commission (IWC) for a while, but <a href="http://www.stuff.co.nz/stuff/thepress/0,2106,3704576a6427,00.html">this year they just might get their way</a>. They&#8217;ve been busily buying votes, chasing after small poor developing countries like the Marshall Islands and offering them aid in exchange for support at the IWC. How evil. Shame on you Japan!</p>
<p>My idea is this: someone with deep pockets like the <a href="http://www.gatesfoundation.org">Bill &#038; Melinda Gates Foundation</a> or the <a href="http://www.google.org">Google Foundation</a> should counter with a bigger, ongoing aid payment to these countries, with the condition that they will never allow themselves to be bribed again by Japan.</p>
